Im internationalen Strafrecht wird Vergewaltigung in bewaffneten Konflikten seitdem als Kriegsverbrechen geahndet. Dem Miteinander der Menschen ist eher gedient, wenn die historischen postkolonialen Belastungen, die sie trennen, von ihnen gemeinsam aufgearbeitet werden. Genau dafür engagiert sich der Korea Verband. Es geht also nicht um zwischenstaatliche Konflikte, sondern um die kritische Aufarbeitung sexueller Gewalt in militärischen Konflikten und des Erbes des japanischen Kolonialismus und des Pazifischen Krieges in ganz Ostasien. Dem dient auch die Kunst. Eine Bewältigung militärischer Verbrechen im kolonialen Kontext ist nicht dadurch möglich, dass man die Erinnerungskultur an sie nicht zulässt und unterdrückt, sondern nur durch Gerechtigkeit gegenüber den Opfern. Gerade von der rot-rot-grünen Regierung in Berlin und dem grünen Bezirksbürgermeister Mitte erwarten wir diese Einsicht. Sie dürfen nicht zum Spielball einer mit Drohkulissen arbeitenden Diplomatie werden. Die Erinnerungsarbeit gegen sexuelle Gewalt im Krieg muss sich gerade in Berlin frei entfalten können. A majority of members in Korea Verband are Germans. The group is independent from the South Korean or North Korean government and has often criticised them publicly. Neighbourly relations between people are rather supported when they work together to address the historical postcolonial burdens which might separate them. This is exactly what the Korea Verband stands for. This issue is not about conflicts between states but about the critical analysis of sexual violence in military conflicts and the heritage of Japanese colonialism and the Pacific War in East Asia. Art also serves this purpose. The removal of a Statue of Peace under diplomatic pressure by another government intervenes into the freedom of artistic expression as well as into necessary memory work. The demand for justice towards the victims is essential for coping with military crimes in the colonial context whereas exclusion and repression against memory culture obstructs this process. This perspective is expected in particular from the red-red-green government in Berlin and the green district mayor of Berlin Mitte. They must not be put at the mercy of diplomacy responding to threats.
